Proposal for TAP evolution

Apologies for my belated reply.

I would have no problem with the proposal to move the TAP standardisation 
process into the DAL group.

I agree with Doug that GWS participation in the process is important;
I would certainly like to see support for asynchronous querying in the 
first TAP standard.
