SkyNodeInterface: DAL?

The plan is for the new DAL catalog access interface (replacement for cone
search) to be based on ADQL.  ADQL is being developed by the VOQL WG.
It is appropriate to do some service prototyping as part of the VOQL
development, but when we get to the point of specifying a new interface
for basic catalog access to supplant cone search, then yes this should
be proposed and discussed within DAL, and integrated with the other
DAL services.    Doug
