VOSpace param get

At the recent IVOA meeting we decided that we would include a 
parameterized get request to VOSpace 2.0 that returns a HTTP redirect to 
a data download.

Before we put a lot of work into adding this to the specification it 
would be useful to define a target use case that describes how this 
would be used, and more importantly, what benefit it gives that the 
existing operations would not provide.

Could one of the people who requested the parameterized data access 
method please provide a brief description of a target use case to act as 
a basis for defining the new method.
