VOTable alternative?

I have always seen VOTable as a tool for representing specifically
tabular data.  Images do not fall into this category.  I would certainly
be against trying to use VOTable as the format for representation of
images.  The question of how to represent/store/transmit image data in a 
VO-friendly way is certainly an important question but not one I feel
which the VOTable effort as such should be concerning itself with.
