This turns VOTable/TABLEDATA into XHTML, right?  Except that the XHTML won't
quite validate as the element names are upper case and the head element is
empty (IIRC, the title child of head is mandatory).

Are you planning to make this work for any other storage media, e.g.
VOTABLE/FITS?
