I've taken the liberty of updating the IvoaVOTable page on
the IVOA wiki.  I've modified the 'latest release' description so that
it points to the 1.1 standard and not the 1.0 one, in a similar
style to what was there before.  I have also uploaded my best attempt
at a DTD which approximates the 1.1 schema, and referenced that
from the same place, making it clear (I hope) that this is just
advisory and does not have the definitive status that the schema does.

If anyone disagrees with my changes, feel free to debate/modify.
